Additional Background Colours with optional Gradient

Some backgrounds in the designs are gradient colors. We can’t use the normal colour system for these, so three additional values have been created for backgrounds:

• background-primary - background for signup module. Gradient color on campaign theme, plain orange on personal theme
• background-secondary - currently unused
• background-tertiary - currently unused
