The Resources page uses the card grid module layout - activated by the page tag module_card_grid. Which loops through nested child pages - rendering a card to link to each published child page.

If the individual child resource page has an attachment - clicking the card will download it.

If you want to have a landing page with one or multiple page attachments - you will need to tag the individual resource page layout_resource_page and add the individual download links within the page content.
